RELEASE: Climate Solutions Caucus Announces New Leadership Roles

July 22, 2025

Washington, D.C. — Today, Climate Solutions Caucus Co-Chairs Andrew Garbarino (R-NY) and Chrissy Houlahan (D-PA) announce new leadership roles, underscoring the Caucus’s ongoing commitment to advancing pragmatic, economically viable solutions to meet U.S. energy demands while addressing the impacts of climate change.

As the Caucus remains focused on facilitating bipartisan dialogues at the intersection of energy, innovation, security, and economic opportunity, the current Co-Chairs are pleased to announce the following leadership changes:

Congressman Andrew Garbarino (R-NY) will maintain his position as the Republican Co-Chair of the Caucus. Rep. Garbarino has been instrumental in building Republican support for energy innovation that strengthens U.S. energy supply, enhances economic prosperity, and boosts national security. His leadership is vital in continuing to build consensus amongst Republicans on energy issues, promoting economically viable policies and technologies that meet the nation’s needs and keep America competitive on the global stage.

“I’m proud to welcome Representatives Peters and Valadao to the leadership team and grateful to Congresswoman Houlahan for her partnership and her continued service as Vice-Chair,” said Rep. Garbarino. “The Climate Solutions Caucus remains committed to fostering a productive dialogue and advancing practical, forward-looking solutions that strengthen America’s energy security, expand domestic production, drive economic growth, and address the impacts of climate change.”

Congresswoman Chrissy Houlahan (D-PA) will transition from her role as Co-Chair to serve as the Democratic Vice-Chair of the bipartisan Climate Solutions Caucus. Rep. Houlahan has been a strong advocate for policies that enhance U.S. energy security, resilience, and technological innovation. Her continued leadership will be vital as the nation works to secure its energy future and bolster national security by bringing reliable and affordable energy sources online.

“It’s been an honor to serve as Co-Chair of the Climate Solutions Caucus alongside Representative Garbarino for the last two years,” said Rep. Houlahan. “Together, we’ve transformed this Caucus into an active community, demonstrating that bipartisan cooperation is possible during these challenging times. After all, climate change is a ‘no duh’ issue-- it directly impacts the security, safety, and wellbeing of Americans. Congratulations to Representative Peters on stepping into the role of Democratic Co-Chair, and now as vice-chair, I look forward to our ongoing work with the Caucus leaders to continue driving meaningful progress on climate and energy policy.”

Congressman Scott Peters (D-CA) will take on the role of Democratic Co-Chair of the Caucus. Rep. Peters has long been a well-respected, bipartisan leader in the energy space, known for his ability to bridge divides and find common ground on complex issues. His leadership will be crucial in advancing the Caucus’s work, fostering collaboration, and developing bipartisan solutions that can lead to meaningful, long-term progress on energy policy.

“I’ve long championed bipartisan, commonsense solutions to the climate crisis because we don’t have time to wait. We need to act swiftly to build the clean, reliable, and affordable energy system of the future,” said Rep. Peters. “As Co-Chair of the bipartisan Climate Solutions Caucus, I’ll advance policies that will strengthen our economy, cut red tape to deliver results faster, and bolster America’s role as an international leader in combatting the climate crisis. Thanks to Rep. Houlahan for restarting the caucus, and for her tireless leadership on climate and national security, which – as she recognizes – are increasingly intertwined.”

Congressman David Valadao (R-CA) will take on the role of Republican Vice-Chair of the Caucus. Rep. Valadao has focused on promoting energy policies that drive economic opportunity and energy affordability, particularly in the agricultural sector. His work continues to ensure that the nation as a whole benefits from energy innovation while strengthening energy security and creating economic growth opportunities.

“I’m honored to serve as the new Republican Vice-Chair of the Climate Solutions Caucus,” said Rep. Valadao. “This caucus does important work to promote responsible, bipartisan energy policies, and I look forward to working with my colleagues on both sides of the aisle to promote all-of-the-above energy solutions, protect American jobs, and strengthen domestic energy independence.”

With this new leadership team in place, the Caucus is confident that it can cultivate meaningful progress in securing America's energy future and strengthening the nation’s competitive edge on the global stage.
